IrfanView32 is a fast FREEWARE image viewer/converter for Windows.
Features
JPG/JPEG, GIF(and multiple animated GIF), BMP, DIB, RLE, PCX, PNG, TIFF (Multipage TIFF support), TGA, RAS/SUN, ICO, AVI, WAV, MID, RMI, WMF, EMF, PBM, PGM, PPM, IFF/LBM, PSD, CPT, MPG/MPEG, MOV, Multiple ICO support, and Photo-CD (Overview Photo-CD support).
This latest release supports Utah RLE file format, SSF (Structured Fax File) format, and Paint Shop Pro 7 files. It also includes the option to load DJVU files with maximum DPIs. In addition, this version offers several enhancements and bugfixes.

According to the official IrfanView site, the latest version is 4.25. This appears to install a DLL called 'audwin.dll' in your Documents/Office folder. Don't know what it does, don't need it.
Wouldn't doubt you bolgwrad, not sure what the extra file does but we can only really go on what we receive
